Step Change in Safety was founded in 1997 by the oil and gas industry trade associations. The original aim was to reduce the UK offshore injury rate by 50%.
By 2002, a new vision was created: to make the UK the safest place to work in the global oil and gas industry by 2010. In the same year, Step Change in Safety moved to operate under the Government-led PILOT umbrella. In 2010, the Strategic Plan for 2010 - 2015 was launched, which set out how Step Change in Safety would achieve and maintain its overall vision.
In 2014, a sub-group from the Leadership Team guided the separation of Step Change from Oil and Gas UK, making it an independent tripartite organisation which represents the workforce, regulators and employers. Those in the sub-group set up the new organisation, draft articles of association and created new membership engagement and communication plans.
